Eid Logistics: Government Ensures Food Stock is Safe, But Beware of Traffic Jams

WIN Media, Jakarta, 14/3/2026 – Ahead of Eid al-Fitr 1447 H, the government, through the Ministry of Trade and the Ministry of Agriculture, has ensured that national food stock is safe and sufficient to meet public needs during Ramadan and Eid. However, behind the guarantee of stock availability, logistics business actors are actually faced with a classic challenge that repeats every year: homecoming traffic jams that have the potential to hinder goods distribution.

The government stated that stocks of rice, cooking oil, granulated sugar, beef, and broiler chicken are above national requirements. Stocks are safe for the next 2-3 months. The public does not need to worry and does not need to make excessive purchases.

However, this statement does not automatically make logistics business actors breathe a sigh of relief. They are instead busy rescheduling delivery schedules to avoid the severe congestion that usually occurs from H-7 to H+7 of Eid. Several major expedition companies have even started sending goods to areas outside Java since early March to anticipate delays.

Purnama Dhedhy Styawan, an Economics and Public Policy Expert in Jakarta, highlights the gap between stock availability at the national level and distribution down to the retailer level. “National stock being safe is important, but what’s more important is how goods reach consumers on time and at affordable prices. Homecoming traffic jams can disrupt the supply chain and cause prices in some areas to spike even though central stocks are abundant,” he explained.

According to Dhedhy, there are several strategic steps logistics entrepreneurs can take to anticipate traffic jams:

First, conduct early shipments. Dhedhy suggests that goods for H-7 Eid needs should be sent from mid-Ramadan. “Don’t wait until close to Eid. The earlier goods are sent, the safer they are from the risk of traffic jams,” he said.

Second, utilize alternative modes of transportation. Besides land trucks, logistics entrepreneurs can use freight trains or ships for certain routes. “KAI has prepared special Eid logistics trains. Ships can also be an option for inter-island destinations. Diversifying modes of transportation reduces dependence on land routes prone to congestion,” Dhedhy added.

Third, schedule deliveries outside peak hours. Dhedhy recommends deliveries be made at night or early morning when the volume of private vehicles is still low. “Traffic police usually already have predictions of critical congestion times. Logistics entrepreneurs need to coordinate with the police and the Transportation Department to get the latest information,” he explained.

Fourth, utilize supply chain management technology. According to Dhedhy, GPS-based applications and fleet management can help entrepreneurs monitor vehicle positions in real-time and find alternative routes if congestion occurs on the main route. “Technology enables quick decision-making in the field. If route A is jammed, the driver can be immediately diverted to route B,” he said.

Dhedhy also reminds the government not only to focus on the smooth flow of human homecoming traffic but also on the flow of goods. “Traffic engineering such as one-way systems and odd-even license plate policies must consider logistics needs. Don’t let goods distribution trucks be hampered on the road due to poorly synchronized policies,” he emphasized.

He gave an example: coordination between the police, the Ministry of Transportation, and logistics business associations is crucial to creating a traffic scheme that is friendly to goods distribution. “For example, giving priority to special lanes for logistics trucks at certain times or providing dispensation for vehicles transporting basic commodities,” he suggested.

Despite the challenges, Dhedhy is optimistic that goods distribution can still run smoothly if all parties cooperate. “The main keys are careful planning and timely execution. Don’t let stocks be safe in the warehouse but empty in the market due to traffic jams,” he concluded.

With the right strategies, logistics entrepreneurs can ensure goods arrive on time, and the public can enjoy Eid peacefully without worrying about shortages of basic commodities.


Logistik Lebaran: Pemerintah Pastikan Stok Pangan Aman, Tapi Waspada Kemacetan

WIN Media, Jakarta, 14/3/2026 – Menjelang Hari Raya Idul Fitri 1447 H, pemerintah melalui Kementerian Perdagangan dan Kementerian Pertanian memastikan bahwa stok bahan pangan nasional dalam kondisi aman dan mencukupi kebutuhan masyarakat selama bulan Ramadhan hingga Lebaran. Namun, di balik jaminan ketersediaan stok, para pelaku usaha logistik justru dihadapkan pada tantangan klasik yang setiap tahun mengulang: kemacetan arus mudik yang berpotensi menghambat distribusi barang.

Pemerintah menyatakan bahwa stok beras, minyak goreng, gula pasir, daging sapi, dan ayam ras berada di atas kebutuhan nasional. Stok aman untuk 2-3 bulan ke depan. Masyarakat tidak perlu khawatir dan tidak perlu melakukan pembelian berlebihan.

Namun, pernyataan tersebut tidak serta-merta membuat pelaku usaha logistik bernapas lega. Mereka justru sibuk menyusun ulang jadwal pengiriman untuk menghindari kemacetan parah yang biasanya terjadi H-7 hingga H+7 Lebaran. Sejumlah perusahaan ekspedisi besar bahkan sudah mulai mengirimkan barang ke luar Pulau Jawa sejak awal Maret untuk mengantisipasi keterlambatan.

Purnama Dhedhy Styawan, Pakar Ekonomi dan Kebijakan Publik di Jakarta, menyoroti adanya kesenjangan antara ketersediaan stok di tingkat nasional dengan distribusi hingga ke tingkat pengecer. “Stok nasional aman itu penting, tapi yang lebih penting adalah bagaimana barang sampai ke tangan konsumen tepat waktu dan dengan harga terjangkau. Kemacetan arus mudik bisa mengganggu rantai pasok dan menyebabkan harga di beberapa daerah melonjak meskipun stok pusat melimpah,” jelasnya.

Menurut Dhedhy, ada beberapa langkah strategis yang bisa dilakukan para pengusaha logistik untuk mengantisipasi kemacetan:

Pertama, melakukan pengiriman lebih awal (early shipment). Dhedhy menyarankan agar pengiriman barang untuk kebutuhan H-7 Lebaran sudah dilakukan sejak pertengahan Ramadhan. “Jangan menunggu mendekati Lebaran. Semakin awal barang dikirim, semakin aman dari risiko kemacetan,” ujarnya.

Kedua, memanfaatkan moda transportasi alternatif. Selain truk darat, pengusaha logistik bisa menggunakan kereta api barang atau kapal laut untuk jalur-jalur tertentu. “KAI sudah menyiapkan kereta api logistik khusus Lebaran. Kapal laut juga bisa menjadi pilihan untuk tujuan antar pulau. Diversifikasi moda transportasi mengurangi ketergantungan pada jalan darat yang rawan macet,” tambah Dhedhy.

Ketiga, mengatur jadwal pengiriman di luar jam sibuk. Dhedhy merekomendasikan pengiriman dilakukan pada malam hari atau dini hari ketika volume kendaraan pribadi masih rendah. “Polisi lalu lintas biasanya sudah memiliki prediksi waktu-waktu kritis kemacetan. Pengusaha logistik perlu berkoordinasi dengan kepolisian dan Dinas Perhubungan untuk mendapatkan informasi terkini,” jelasnya.

Keempat, memanfaatkan teknologi manajemen rantai pasok. Menurut Dhedhy, aplikasi berbasis GPS dan manajemen armada dapat membantu pengusaha memantau posisi kendaraan secara real-time dan mencari jalur alternatif jika terjadi kemacetan di jalur utama. “Teknologi memungkinkan pengambilan keputusan cepat di lapangan. Jika jalur A macet, sopir bisa langsung dialihkan ke jalur B,” ujarnya.

Dhedhy juga mengingatkan pemerintah untuk tidak hanya fokus pada kelancaran arus mudik manusia, tetapi juga arus mudik barang. “Rekayasa lalu lintas seperti one way dan ganjil genap harus mempertimbangkan kebutuhan logistik. Jangan sampai truk distribusi barang terhambat di jalan karena kebijakan yang kurang sinkron,” tegasnya.

Ia mencontohkan, koordinasi antara kepolisian, Kementerian Perhubungan, dan asosiasi pengusaha logistik sangat penting untuk menciptakan skema lalu lintas yang ramah distribusi barang. “Misalnya, memberikan prioritas jalur khusus untuk truk logistik pada jam-jam tertentu atau memberikan dispensasi bagi kendaraan pengangkut bahan pokok,” usulnya.

Meski ada tantangan, Dhedhy optimistis distribusi barang tetap bisa berjalan lancar jika semua pihak bekerja sama. “Kunci utamanya adalah perencanaan matang dan eksekusi tepat waktu. Jangan sampai stok aman di gudang, tapi kosong di pasar karena macet,” pungkasnya.

Dengan strategi yang tepat, para pengusaha logistik dapat memastikan barang sampai tepat waktu dan masyarakat dapat menikmati Lebaran dengan tenang tanpa khawatir kekurangan bahan pokok.
